Tonya Dowse

Tonya Dowse


Tonya Dowse has been the Executive Director of the Siskiyou Economic Development Council since 2005. Tonya has over 20 years of experience in Economic Development. Her hard work resulted in the designation of the Siskiyou Enterprise Zone, a coverted California program to incentivize business investment. Tonya represents the communities of Siskiyou County at the state level in leadership and advisory board positions. Tonya has economic development experience in several locations in California and Oregon and has in-depth knowledge in economic and community development. Her experience in marketing, analysis, administration, and leadership has been extremely important to the organization as well as partners in the community. Her experience includes the successful attraction and siting of multiple businesses, effective consulting and technical assistance, and a strong record of coalition-building.

Niki Brown

Program Manager

Niki Brown handles strategy and special projects within Discover Siskiyou. She has been a lead on the Discover Siskiyou team prior to the district forming, playing a fundamental role in the successful development of the district.  With a degree in Design Management and Business Marketing from Oregon State University, Niki has over 13 years of extensive experience in sales, marketing, and project management. Niki came to Siskiyou County in 2010 after leaving her hometown of Portland, Oregon, where she worked on a niche sales and marketing team gaining invaluable experience in developing marketing strategies, negotiating contracts, and overseeing project implementation. Since coming to northern California, Niki has had the opportunity to combine her experience in marketing with her passion for driving the successful implementation of Discover Siskiyou forward. In her spare time, Niki and her husband run a small farm in Scott Valley where they raise their four small children.

Heather Dodds

Communications Manager, Discover Siskiyou

As Communications Manager, Heather Dodds serves as the primary point of contact for Siskiyou TBID stakeholders. With a degree in Journalism from Biola University, she has more than a decade of experience in communications, including newspaper writing and editing, public relations, social media content creation, and financial services marketing. Heather moved to Siskiyou County from Los Angeles in 2007, and while she initially planned to stay for just a few months, the gorgeous scenery, friendly people, and lack of traffic won her over. In her spare time, she runs a small business on Etsy and coaches at CrossFit Northern Limits in Yreka. If you have questions or comments about the TBID, talk to Heather!

Alexandria McBride

Program Manager

Alex McBride manages the Brownfield Program for the Siskiyou Economic Development Council. After receiving a Bachelor of Science in Environmental Science at the University of Nevada, Reno, she gained invaluable experience with the USDA Forest Service in resource inventorying and management. Most recently, she was employed by Siskiyou County as an Environmental Health Specialist focused on hazardous materials management and Surface Mining and Reclamation Act (SMARA). Alex hopes to utilize her scientific and regulatory background to enrich Siskiyou by facilitating economic development via environmental stewardship projects. In her spare time, she is either volunteering in the community or outside enjoying the outdoor opportunities Siskiyou has to offer.

Bethany Mueller

Communications Manager

Bethany helps promote Siskiyou as a great place to do business through communications, partnerships, and relationship building. She also helps facilitate strategic initiatives. Prior to this position, she served as Development Director for a Catholic human services agency in Louisiana for individuals with intellectual disabilities. She also served with the National College Advising Corps, completed field experience in forest policy in Washington, D.C, as well as a nonprofit in Ghana (West Africa) focusing on economic development initiatives in rural communities. In 2017, she earned an M.A. in Philanthropy & Development from Saint Mary's University of Minnesota and is a Certified Fund Raising Executive (CFRE). Originally from the Midwest, Bethany and her husband enjoy living on the West Coast with their daughter.

Sean Smith

Program Manager

Sean brings a knowledge of sales, marketing, education and research with him to the SEDC. He graduated from Thomas Aquinas College with a Classical Liberal Arts degree specializing in the Socratic Method.  Siskiyou County has always been considered home to him. He values the ability to fully immerse himself in the growth and success of the county and its residents. The SEDC is the catalyst for his desire to promote and cultivate the economic development of Siskiyou County. His experience with analytical reasoning, education, market research and project implementation allow him to aid in the evolution of economic development in the region and to provide measurable vitality in the community.
